A public hearing has been scheduled on HB 1155, a bill that changes the structure and responsibilities of the Home Education Advisory Council (HEAC), the only state-level public body that uniquely represents the independent home education community to the Department of Education and Commissioner.

GSHE’s Analysis
HB 1155 changes the structure and responsibilities of the Home Education Advisory Council. It does not change requirements for families under RSA 193-A.
Key provisions include:
- voting membership limited to home education organizations and two at-large members appointed by the Commissioner
- establishing HEAC’s formal responsibilities: communication with agencies, comments on the Ed 315 rule changes, and creating a grievance committee
HB 1155 moves the long-standing but unwritten purpose of HEAC into statute along with the grievance committee specified in Ed 315 rules, which govern home education as much as the statute itself. The bill removes the voting powers of the public and private school agency representatives. Historically these organizations are unfriendly to home education, although current representatives have been supportive of the community and HEAC’s work.

- If possible, attend in person to register your position on the bill – there’s a sheet of paper on a table near the door. Just showing up makes an impact! If you wish to give speak to the committee, fill out a pink slip and give it to a committee member. This is the most effective option.
